Reverse Brain-Drain? AI Regulation and Migration Pull Factors for White-Collar Professionals
This working paper asks whether AI-exposed white-collar professionals in the United States may begin to view jurisdictions with stronger AI governance and employment-protection frameworks as safer labor markets. The project will compare the United States' innovation-first AI environment with regulatory models such as the EU AI Act, while testing whether job security, labor-market stability, and professional opportunity can become migration pull factors.
